If you don’t know who he is, he bribed naval officers and enlisted to use his fuel services, and they’d claim to refuel ships with like twice as much fuel as they can hold.
It wasn’t just money either, women, drugs, luxury gifts, vacations, pretty much any form of bribery you can imagine.
This sting was one of the few times high ranking officers were publicly held accountable for shit. Usually it’s all closed doors and they just retire and get a pension.
