The point is we have to rehabilitate them like a human and not treat them as criminals. The main issues that plague those drug victims is the fact that they have no other means of entertainment or joy, and the executive forces treat them like animal instead of being friendly to them. They should be handle by a professional medical doctors and emergency team instead of the police. But I sincerely doubt that traditionalists such as PAS and Bersatu really understand the issue and instead using moral high ground only to blame them as an example. Their actions will only worsen the mental and eventually the physical health of the drug victims.
