I’ve met a few small time capitalists (like they own small factories with less than 50 workers) in my day and the one thing that unites them is that all of them believe that governments should be run like a business.

All at a time when Russia was politically neutral to the US during the Fukuyama End of History era? At a time when the rouble wasn’t banned from global markets?
