Did they ask SK first?
Probably yes, South Korea is readily accept anyone from North Korea, tons of cases where it happened and they just accept any asylum seeker from the north. I think they still believe in reunification while Kim is increasingly hostile toward them.
Not to mention the intel they will bring to south korea.
South Korea would probably accept them. I believe SK consideres anybody defecting from North korea their own.
