as far as I can tell, blocking the instance doesn’t hide the comments posted by accounts on that instance in other communities.
Indeed. Lemmy instance blocking only mutes community.
The only way to actually block an instance at the user level is to either choose an instance that does (lemmy.ca, sopuli.xy, sh.itjust.works) or use https://piefed.social/
So the problem are the comments from hexbeart.net users? Maybe this can be changed on a future lemmy version. Defederating seems too extreme.
