I am pretty sure they do get kitted out above the GVM without a legal GVM upgrade. I would love to see a VicRoads blitz on GVMs of large vehicles and Caravans.

If they’re over 4.5t, and a kitted out one can get that heavy, they do need to upgrade to light rigid.
