Who are the two characters tied up in the fourth panel?
Seems like they were members of that bandit group who were supposed to be providing ranged attacks but who never participated in the fight because they’d been separately taken out by that Tabaxi.
Just to metion, i think that tabaxi is called sand and is part of the Player party
Yep. He’s generally good at rooftop work - and while he wasn’t invited on the day of the date, he also decided to follow along, just in case.
And he got paid!

The panel before it is two of the attackers asking what happened to their ranged support, and the panel after is one of Konsi’s party looking satisfied with themselves while holding what looks like a coin purse.
I’m guessing that the tied up pair with arrows on the floor are the ranged support, and that they didn’t intentionally let their team down.
