rather than rebranding Form 6 as pre-U why not integrate it into Form 5 and 6 like most countries? Most overseas highschoolers leave school at age 18 and enter uni at 19.
In Malaysia after Form 5 (which is the standard exit pathway for many), students are not entitled to enter uni and always have to do some kind of pre-U before uni admission which i think is a waste of time and money. The earliest possible age of entering uni is around 20-21 for most under such a system.
