I heard that you require A level for overseas study, does that only apply to universities and can I go for vocational education (HVAC, electrical wiring etc) without an A level?

What country are you from. I did GCSE A-Levels. It is equivalent to Year 12 or high school leavers diploma of many countries and is sufficient for entry to an undergraduate level degree. A-Levels is recognized pretty much all around the English speaking world, though you might need to take specific language courses to get into Germany, France, Korea etc. For vocational education, it might be overkill since in many countries, a middle school or O-levels is sufficient.
